Massachusetts heating aid is open for winter: who qualifies and how to apply
The state's Home Energy Assistance Program helps homeowners and renters pay for heat from November through April, with higher income limits than many expect.

Applications are open for the Massachusetts Home Energy Assistance Program, known as HEAP, which helps households pay part of their heating bills. The online application opened Oct. 1, and benefits apply to heating costs from Nov. 1 through April 30.
Who qualifies
Household income must fall at or below 60% of the state's estimated median income. Both homeowners and renters can apply, including tenants whose heat is included in the rent. Income is not the only factor, and local agencies make the final eligibility call.
| Household size | Maximum annual income (FY2027) |
|---|---|
| 1 | $53,585 |
| 2 | $70,073 |
| 3 | $86,561 |
| 4 | $103,049 |
| 5 | $119,536 |
| 6 | $136,024 |
What it pays for
HEAP covers a portion of the cost of a home's main heating source, whether oil, natural gas, electricity, propane, kerosene, wood or coal. Payments go straight to the heating vendor. Eligible households may also receive automatic discounts on gas and electric bills from investor-owned utilities.
How to apply
Apply online through the state's HEAP portal, in person at a local agency or by mail. First-time applicants must complete an intake appointment; returning households receive renewal forms and must reapply every year. Have these ready:
- Photo ID and a list of everyone in the household
- Heating bill information
- A lease, mortgage statement or other housing record
- Proof of income for the 30 days before you apply
The program is free. The state warns residents not to pay anyone who asks for an application fee. For help, call the Cold Relief Heatline at 800-632-8175 or dial 211.
